If you ran a search for "best RFP software in 2026" in the last six weeks, you encountered something close to a dozen scorecards, all reaching a conclusion you may find surprising.
The vendor publishing the article tends to look excellent.
Often, suspiciously so.
I hope you were sitting down for that pronouncement.
We read the major posts, including AutogenAI's twelve-tool scorecard, 1up's buyer's guide, AutoRFP.ai's eleven-tool breakdown, Steerlab's seven-tool comparison, SiftHub's market analysis, DeepRFP's thirty-tool ranking, Loopio's seven-tool ranking, Arphie's thirty-tool buyer's guide, SparrowGenie's pricing teardown, Iris AI's head-to-head comparison, Inventive AI's enterprise roundup, and ContraVault's ten-tool review.
Not every vendor literally ranks itself first. 1up, for instance, places Loopio at the top and itself in second position. But vendor-authored comparisons are vendor-authored comparisons. They are useful intelligence on how each company wants the market to be evaluated. They are not neutral buyer research.
Twelve posts, twelve frameworks, and a suspicious number of vendor-friendly conclusions. We wanted one in which the referee is not also playing the match. We are so serious about this we are using sports analogies in a software analysis.
What follows is what a CRO, VP of Sales, or Head of Proposals can usefully take away from this otherwise impressive stack of vendor-authored content.
AutogenAI scored itself 4.9 out of 5 across six criteria. Loopio's scorecard placed Loopio first with a 4.7 total. Steerlab gave itself a perfect 5 out of 5 and called itself the best RFP software for 2026. AutoRFP.ai's current 2026 guide places AutoRFP.ai first in its comparison table. Inventive AI's enterprise post argues that no other tool matches its speed and precision.
The exception, again, is 1up, which ranks Loopio first. The wider point holds in these are sales assets formatted as buyer research.
That does not make them useless; it makes them directional. Each scorecard tells you what the vendor values, what it wants buyers to value, and which competitive frame it thinks it can win. None of them tell you which product is right for your team.
AutogenAI built a six-criteria framework around writing quality, workflow coverage, security, knowledge automation, deployment speed, and proven ROI. That framework gives AutogenAI the top score.
Loopio built a three-part AI framework weighted toward generative precision, winning insights, and agentic workflow. That framework gives Loopio the top score.
Steerlab's framework emphasises AI automation, collaboration, integrations, and B2B SaaS fit. That framework gives Steerlab the top score.
None of these frameworks is automatically wrong, but all of them are selective. A comparison that ignores deployment speed will favor the incumbent, and a comparison that ignores library governance will favour the AI-native entrant. A comparison that omits pricing transparency will favour the vendor that does not publish prices.
The only question worth answering before you open any of these posts is which criteria matter for your team, in your industry, at your deal velocity.
There is also the matter of how each evaluator measures the vendors it reviews. AutogenAI's scorecard, for example, places Expedience Software near the bottom with a total of 3.3 out of 5. Expedience, meanwhile, was named a Representative Vendor in Gartner's 2025 Market Guide for RFP Response Management Applications.
There is also the question of what counts as evidence even when a vendor cites it. AutogenAI's post quotes MH&A research suggesting AutogenAI users grew revenue by 12.4% in FY23/24, against a 7.1% decline among non-users in comparable industries. That is one of the more commercially specific outcome claims in the category, and for a CRO building a business case it is either one of the most persuasive pieces of evidence available or one of the most important to stress-test.
The questions to ask are familiar to anyone who has handled vendor research before. What was the sample size? Were the comparison companies matched by segment, deal size, geography, and sales cycle? Was the research commissioned by AutogenAI? What counts as "an AutogenAI user"? Was revenue growth isolated from other commercial and macro factors? The answer to the commissioning question is almost certainly yes. That does not invalidate the finding. It changes how much weight you place on it.
The most useful exchange in this stack of self-rankings is the one between Loopio and AutogenAI, because both vendors articulate the trade-off that buyers actually face.
Loopio's January 2026 ranking describes AutogenAI as a generative-first platform and concedes that customer consensus calls it the best writing partner on the market. AutogenAI's own ranking quotes that line back as evidence of writing superiority. Both sides are emphasising the part of the story that helps them, but it's useful if that is what you need.
Loopio's argument is that writing is one element of the proposal process and that governance, workflow, content control, and project oversight are at least as important. AutogenAI's argument is that writing quality is not a side feature, because if the first draft is bad everything downstream becomes editing theatre.
Both arguments are reasonable. The trade-off between first-draft quality and mature process control is real. A VP of Proposals running a ten-person team will probably resolve it differently from a two-person sales engineering squad inside a faster-moving GTM org.
Pick the trade-off you want to live with before you pick the vendor selling you their preferred resolution to it.
Arphie cites figures suggesting 63% of proposal teams regularly work overtime, 88% report high stress, and 50% of RFx responses are considered generic or off-target. Treat those as category-wide benchmarks or vendor-cited research worth verifying. Either way, they describe one underlying problem. Teams are doing too much work to produce too much content that may not land with evaluators.
That is a strategy problem before it is a software problem. If half of what your team produces misses the mark, a faster drafting tool gets you to the wrong answer more quickly.
The question that comes before which platform? is whether you are bidding on the right opportunities and whether you are tailoring responses to what the evaluator is actually scoring against.
It is also worth reading the adoption numbers carefully. Loopio's January 2026 post reports that generative AI adoption among proposal teams doubled from 34% to 68% in a single year. That sounds like a tidal wave until you register what it also implies. A meaningful portion of the market had not adopted generative AI in proposal workflows by the start of 2026.
That group is not necessarily behind the curve. Some teams waited because early adopters told them the tools created more editing work than they saved. Some have governance, compliance, or data-security requirements that make casual AI adoption impossible. Some looked at vendor claims and decided, with reason, that "80% faster" means very little without knowing whether the outputs are usable.
Which brings us to the metric that almost no vendor in this stack is willing to put a clear number on.
Arphie's thirty-tool buyer's guide says that acceptance rate is what matters. In plain English, that is the percentage of AI-generated answers your team can use without substantive editing. A tool that generates one hundred answers in five minutes but requires your team to rewrite sixty of them has not saved time.
The follow-up problem is that most of the surrounding terminology is poorly defined.
Steerlab's table claims "90%+ AI automation" for Steerlab and characterises AutogenAI as 60–70% automation with limited integrations. Responsive's marketing says its AI agents shred RFXs, ingest complex assessments, generate first drafts, and extend approved knowledge into other AI workflows. SiftHub markets specialised agents for RFPs, battlecards, buyer intelligence, answer retrieval, and search. These claims may not contradict each other, because they are usually describing different tasks.
"Automation" can mean any of four things in this category. Document ingestion, where a tool shreds an RFP into requirements. Answer retrieval, where the tool finds the best approved answer. Answer generation, where the tool writes a new response. Workflow management, which covers routing, approvals, collaboration, formatting, and submission. A vendor claiming 90% automation of ingestion and retrieval is making a different claim from a vendor claiming 90% automation across the full proposal lifecycle.
The same vagueness has now infected the term "AI agents." Responsive, SiftHub, DeepRFP, and most of the others now use the phrase across drafting, compliance, research, and workflow automation. Some vendors mean a background process that parses a document. Some mean a workflow assistant that drafts answers when prompted. Some mean an autonomous task layer that can take action across multiple systems. Those are different products.
Two questions for any vendor in your evaluation:
What is your average acceptance rate, measured as the percentage of AI-generated responses that ship without substantive human editing?
When you say "agent" or "automation," which tasks does the system complete without a human in the loop, and which tasks does it only accelerate?
Vendors that cannot answer the first question may not be measuring the thing that matters for you and yoru team.

A small group of vendors publishes its prices.
AutoRFP.ai lists project-based pricing at $899/month for 24 projects per year and $1,299/month for 50 projects per year, paid annually.
1up publishes a free tier, Starter at $300/month, Plus at $900/month, and Enterprise via sales contact.
DeepRFP publishes Pro at $75 per user per month and Elite at $125 per user per month.
Pricing transparency is the exception in this industry.
Many enterprise-oriented vendors require a sales conversation before buyers can get to a real number. SparrowGenie's Responsive pricing teardown notes that Responsive does not publish fixed pricing, and that entry-level deployments often start in the high four figures to low five figures annually, with costs rising as workflows, integrations, AI usage, and governance needs expand. Treat that as directional rather than as official vendor pricing.
For a CRO building a business case, the practical result is that total cost of ownership is nearly impossible to calculate without running a sales cycle with each vendor on the shortlist. Comparison shopping becomes harder, slower, and more expensive in time. Some of that opacity is rational from the vendor's side. Most of it is a tax on the buyer.
SiftHub cites 2026 benchmarks of 153 RFPs per year per organization, 25 hours per RFP, and a 45% average win rate. So what the heck does that mean?
153 RFPs at 25 hours each is 3,825 hours of proposal work per year. At a 45% win rate, 55% of that effort goes into losing bids. That is roughly 2,100 hours spent on proposals that produce no revenue. At a blended cost of £50 to £80 per hour for proposal, sales engineering, product, legal, and SME input, your organisation spends £105,000 to £168,000 per year on losing bids.
That is the number to anchor an ROI conversation around. "This tool saves 30 minutes per question" is a long way from that figure.
A platform that helps you bid on fewer, better-qualified opportunities at a 55% win rate may create more value than one that helps you bid on 200 opportunities at the same 45%. The waste-side ROI argument is harder to dismiss inside a CFO conversation than the speed-side one, and it tends to scale with the size of the proposal function.
Beneath the rankings, the more interesting story is that nobody quite agrees on what category these tools belong to.
1up positions itself around knowledge automation and fast questionnaire response, with integrations into common sales and knowledge systems. Its own buyer's guide divides the market between AI-native tools and legacy content-management platforms, while still ranking Loopio first. We're still confused by that ranking, but we haven't interrogated their content writer about this yet.
Iris AI presents the category as an AI deal desk, focused on centralizing content, drafting responses, and improving proposal workflows, with positioning closer to "sales response infrastructure" than "proposal library."
AutoRFP.ai differentiates on AI-native drafting, trust scores, fast deployment, unlimited users, and published project-based pricing.
We post this to highlight that every vendor has a different versions of what the category is becoming.
Arphie divides the market into legacy enterprise platforms, AI-first or AI-native platforms, and security questionnaire specialists. SparrowGenie writes about the split between legacy static libraries and AI-native platforms. SiftHub describes its product as broader than RFP response, covering meeting briefs, battlecards, collateral, follow-ups, and knowledge management under "AI deal orchestration."
The absence of a shared taxonomy means buyers cannot compare apples to apples. Every vendor defines the segments in a way that places itself in the most flattering category.
This is also where the second competitive battle is being fought...in Google and your favorite LLM.
AutogenAI, Loopio, AutoRFP.ai, Steerlab, Arphie, SparrowGenie, SiftHub, Inventive AI, DeepRFP, Iris AI, ContraVault, and others are publishing rankings, alternatives pages, pricing teardowns, buyer's guides, and head-to-head comparisons because every post is part education, part positioning, part SEO and AEO setup. Whoever owns the first page of "best RFP software 2026" influences the top of the funnel before a buyer ever books a demo (are we getting to meta here?).
The result is that buyers searching for independent guidance are finding a wall of vendor content that looks like research and functions as lead generation.

If you are a CRO, VP of Sales, or Head of Proposals evaluating RFP software in 2026, here is a usable shortlist drawn from reading the major comparison posts in sequence.
Read self-published rankings as positioning. They are not evidence. They are useful intelligence on what each vendor values about its own product, and not much more than that.
Define your own criteria before you read theirs. Decide what matters to you and your teams, whether it is first-draft quality, library governance, workflow control, pricing model, security certifications, integrations, deployment effort, or bid/no-bid intelligence. Then evaluate each vendor against the criteria you defined.
Separate the category question from the product question. Do you need a mature content library platform with AI layered in, an AI-native answer-generation tool, a security questionnaire specialist, a proposal-writing platform, or a broader deal-orchestration system? The answer determines which half of the market you should be evaluating.
Anchor ROI in waste numbers. The business case is stronger when framed as "we spend £150,000 per year on losing bids" than when framed as "this tool saves 30 minutes per question."
